deprecation. Please review again.
I'm unclear why my changes are causing `unit` subsystem tests to fail.
```
java.lang.AssertionError: expected:<3.0> but was:<7.0>
at
org.apache.hadoop.hbase.master.balancer.TestStochasticLoadBalancer.testMoveCostMultiplier(TestStochasticLoadBalancer.java:304)
