I think a random selection is good enough for now. Agree that we can open a
follow on issue to remember the failed replica to not request it. IIRC you have
implemented a prototype to pass down the exception so it will not be very hard.
The only thing is the policy, that we want to avoid requesting a specific
replica, or to avoid requesting secondary replicas when locating a given
region. Anyway, we could discuss it when we actually want to implement it.
