If this can not be done in time, then we need to revert the previous work on
changing the CAS related APIs, as we introduced a new class CheckAndMutate,
which is IA.Public, and we want to change it in this issue. That's why I make
this issue blocker. Let's get it soon so we do not need to revert the previous
work done by [~brfrn169].
