Patch for 0.94 version
Now I have changed like the check will compare the rowkey only. From the
external usage of this API within HBase code, we always do the seekBefore based
on rowkey only. Not with rowkey+cf+qualifier way.
Pls provide your suggestion
Once the solution is ok I can backport for other versions.
