Oh, that's a rebase of master on top of branch HBASE-26067. I'm not worried
about HBASE-24749 yet, just wanted to have the changes from HBASE-26187 here in
order to add logic to load merged/split files into StoreFileTracker. If you
prefer, I can only cherry-pick HBASE-26187 into branch HBASE-26067.
