CacheConfig#shouldCacheBlockOnRead? Change those too?

Edit: Related, HCD#shouldCacheIndexOnWrite probably should be be 
HCD#shouldCacheIndexesOnWrite because we have 
CacheConfig#shouldCacheIndexesOnWrite.
