Requesting your review for the attached doc. Once you provide the sign-off, I
would like to checkin this design doc at
[https://github.com/apache/hbase/tree/master/dev-support/design-docs].
We already have a couple of usecases of the NamedQueue framework and I think we
have good opportunity for a couple more usecases to be onboarded, and I hope
that this design doc should provide high level view to devs trying to add more
usecases in the framework.
