I've gotten some machines and can do some basic integration tests now.
I plan to do
1. Use PE tool to compare the performance between the new implementation and
the old implementation.
2. Write a small tool to collect the typical replication latency, i.e, after
writing to primary replica, how long do we need to wait before we can read it
from secondary replicas.
3. Run some IntegrationTests, such as IntegrationTestRegionReplicaReplication,
IntegrationTestRegionReplicaPerf, IntegrationTestMetaReplicas, etc.
