NO_SERVERS_TO_ASSIGN - I think we can remove this and use null as it was
previously.
But to signify if to use the plan or not, its better we use some region plan,
may be say REGION_PLAN_INUSE. The reason is, in future if we work on
HBASE-6147, such states can be useful.(this what we feel currently, but not
started working on that).
