NO_SERVERS_TO_ASSIGN  has been removed.  But we have one case saying 
REGION_PLAN_ALREADY_INUSE to differnetiate null and the special case.  It may 
be better to have if in future we try to solve double assignment scenarios 
w.r.t so SSH and AM. Pls provide your comments.  Any other better way you feel?
If you are ok, I can rebase the patches for 0.92 and 0.94.
