Thinking some more about it,
org.apache.phoenix.coprocessor.SequenceRegionObserver is using HRegion.get() in
a way that other HBase components are not, and we should probably look into
avoiding the HRegion.get() call there for performance reasons (we may be able
to use the same pattern that HBASE-26036 used for replacing HRegion.get())
