I was able to write a test for this.
You need to have some kind of Data Block Encoding enabled on the CF, otherwise
your cell is not BufferedDataBlockEncoder.OffheapDecodedExtendedCell.
You can apply the attached repro_with_revert.patch to master, which reverts
some of the changes
from HBASE-26036, so that we hit the problem code.
