I didn't see 'ratchetFrom' in POM configuration before, but now I have removed
it, and the changes are applied as one would expect for the first time.
-branch-2 and branch-2.5 had one file affected.-
-branch-2.4, after first backporting HBASE-26617 to enable spotless on that
branch, is compliant after 910 files changed, 89884 insertions(+), 86444
deletions(-)-
