[~zhangduo] I didn't see 'ratchetFrom' in POM configuration before, but now I
have removed it, and the changes are applied as one would expect for the first
time here. I understand the intent of ratchetFrom is to gradually introduce
changes but I think we want to do one shot application everywhere. I have
updated the description of the JIRA accordingly and also added a PR for master
branch where the 'ratchetFrom' is removed.
