Agree.  Talking to Prakash recently of our fb breathern, he talked of how in 
89-fb, they've done work so there is little diff between the two cases.... on 
failover master, they just start up and do fixup on assign side (IIUC).  Need 
to talk to the lads again to get a better picture.
