TestIncrementalBackupWithBulkLoad depends on
hbase-server/src/test/java/org/apache/hadoop/hbase/tool/TestBulkLoadHFiles.java,
which also doesn't exist on branch-2. I'm going to abort re-introducing the
test in this backport and we should instead restore these tests in their own
JIRA.
