Review Comment:
   @stoty I agree with your general hypothesis and also you last point of 
regionserver coming into picture. I see that this file is called from 
regionservers as well. I was wrong in saying that regionserver doesn't come 
into picture. So I think i have to rethink how we want to solve this. 
   
   Problem that i am going after is as follows.
   When hbase is run against S3 splits takes longer than expected. One of the 
reason for that is if we have compaction and split on a region and to proceed 
with split it has to clean the old cancelled temp compaction files. But since 
that is a serial operation at region level it takes longer and a split is 
taking around 20 secs or more.
