Description:
Step 1: Publish staged repository in Nexus
* Goto you staging repositories at [https://repository.apache.org/] and mark
the staged repo as "Release"
Step 2: Publish release artifacts in SVN i.e. move the binaries from dist-dev
to dist-release
Step 3: Push signed release tag to git i.e. push tag 4.1.11RC1 as tag rel/4.1.11
Step 4: Release thirdparty-4.1.11 on JIRA

Step 5: Update reporter tool with new release:
[https://reporter.apache.org/addrelease.html?hbase]
Step 6: Send announce email
Step 7: Add announcement as a release in GitHub
