Hi, @charlesconnell, thanks for your comments, `RegionsRecoveryChore` used
to reopen region whose `maxCompactedStoreFileRefCount` metric large than the
configured `storeFileRefCountThreshold`, if throttle feature is enabled, we can
avoid reopen them at the same time. At the same time, the default behavior will
