Elliott Clark commented on HBASE-6730:
--------------------------------------

bq.If rLoads.size() > numRegionLoadsToRemember+1, we trim some element(s) off
the tail of the list. Is that desirable ?

We're trimming the first one off. When the list comes in it will have indices
0 - 14.  We then say keep [1 - 15). (I thought subList is non-inclusive of the
second index passed. I could be wrong here.)

> Now that all of the ServerLoad transitions into pb are done. the load
> balancer should get more updates about the current state of the cluster.
