RegionsMerger finds a table's regions in hbase:meta with a case-insensitive
substring match on <table>,. That also matches rows of other tables, such as
ns:t1, abct1 or T1 when merging t1, and rows whose start keys contain t1,. The
tool then aborts with FileNotFoundException when it looks for those regions
under the target table's directory, or it may try to merge them.
