Getters now hold a fixed region reference and must observe
NotServingRegionException before cleanup. I also fixed testWritesWhileGetting
cleanup, raised bounded joins to 30 seconds, and let flushers finish normally
before using interruption as a fallback.
Added regression tests for flush failure, stop-before-start, and interrupt
preservation.
