That was what we had originally in mind, but decided to punt on it due to the 
complexity. The main problem here is during startup before the catalog tables 
get assigned we would need to know what group the tables are members of. And 
since the "group" table isn't assigned yet we have to get creative. In my mind 
one way to do that is manually read the region on hdfs to retrieve the group 
information. Does that sound feasible?
