[~toffer] Should the signature here, + public void shutdown() throws
IOException {, instead be + public void shutdown() throws
AccessDeniedException { ? When it is IOE, the implication is that we can IOE
mid-shutdown which is not what we want. On other hand, if someone tries to
shutdown the daemon when doesn't have permission, that is legit. Thanks F.
