The intention of introducing subclass of DoNotRetryIOException is for the
scenario where some IO operation in preShutdown() hook causes
DoNotRetryIOException to be thrown. We haven't found a case other than
authorization failure where shutdown should be skipped.
For 0.94, reflection would be used to enforce similar semantics as in trunk.
