AccessDeniedException extends DoNotRetryIOException .
Maybe we can introduce a new exception, CannotIgnoreException, which extends
DoNotRetryIOException. Shutdown logic would check whether IOException thrown is
an instance of CannotIgnoreException. If it is, shutdown is aborted.
AccessDeniedException would extend CannotIgnoreException.
