Now the main RPC thread for asking the RS to open the region is doing an
additional work of transitioning then node to OPENING and then calling the
OpenRegionHandlerThread.
This should have an impact right?
But the above change is needed if the RS goes down before changing the state to
PENDING_OPEN as said in HBASE-6060.
