Hey [~jxiang] do you want to take a look?
The patch looks good to me, there're still stuff like requestCompaction(),
needsCompaction(), getCompactPriority() that probably should have been moved to
CompactionPolicy/Compactor during the HBASE-7516, but I guess we can move that
in another jira.
