the region server), we need the timeout to recover the region (i.e. 10 minutes)
This may not be the case i feel. The master code processFailOver() may take
care of this.
If we can ensure from the tests that TOM can be removed totally then its fine
with me. Anyway the current default config is 10 min which in real case is
actually not helping. But it is for some cases where both master and RS are
not sure as what is the current state of the region.
The IntegrationTest suite will also help us to get to know more problems.
