don't get me wrong, I was the original proposer of this format and I was
throwing to Jesse and Jon those numbers months ago.
having one file per region also means having ~80bytes files. if you have lots
regions probably you should think at having the files not in a flat directory
structure otherwise some filesystem may be slow... and you're increasing the
complexity for what? possibility to have a file corruption? (We have the same
problem if you have a corrupted log and the RS goes down)
my guess is that one manifest per RS is enough, or better having the
file-tracking table... at least we have all the consistency of all the other
data and we don't have to worry about it.
