[~jeffreyz], you are right: it is kind of heartbeat, but not exactly. It is not 
called during recoverLease/getReader, which could take up to 15/5 minutes. 

The issue is that the current status reporting is not time based. Some call can 
be quick sometimes, but take quite some time sometimes. But the timeout in log 
splitting manager is pure time based.
