bq. Is there any way to make rolling upgrades work? Even making the snapshot
dir configurable would not allow for that.
I was thinking we need a "version lock" or "upgrade lock" to block certain
operations while rolling upgrades or rolling restarts for config changes are
happening. Out of scope here though.
