I've uploaded a first stab of the migration code on RB and HBASE-8408. Haven't
addressed any of the comments yet so I could get this out first.
I added a unit test which tests migration on a tarballed 0.94 rootdir. It does
simple verification that the tables and snapshots have been migrated properly.
