This patch has the following updates w.r.t the previous patch:
1. Fixes the issue pointed out in the last comment (I had made an assumption
about the availability of the primary RS which may not be always true).
2. Makes the testcases more tight.
3. Refactors the code a bit to move out common code into a method..
