_orc_acid_version is not written consistently. in fact is't only there from
streaming ingest use case.
Also, it's written into the partition dir, which can have base/deltas written
by different versions of hive.
I agree it's cheaper but putting into the file itself is more reliable
especially since people tend to try to move acid files around.
