### What changes were proposed in this pull request?
Add a full compile retry when there is a CBO issue
### Why are the changes needed?
We seen multiple places when we were unable to correctly recreate the AST
after a failed CBO. We needed to find a less brittle solution
### Does this PR introduce _any_ user-facing change?
No
### How was this patch tested?
Added unit tests.
