For the most part QTestArguments is a slimmed and slightly simplified copy of
AbstractCliConfig that is used as an indirection to create a QTestUtil. The
QTestArguments class can be dropped by slightly modifying AbstractCliConfig and
adapting the constuctor of QTestUtil to accept a config as an argument.
