Summary: Unify CoreCliDriver with CorePerfCliDriver

CoreCliDriver with CorePerfCliDriver are very similar. The major difference
between the two is the call to {{qt.clearTestSideEffects()}} which is skipped
for the CorePerfCliDriver.
The two classes can be easily unified. One way would be to add a boolean flag
in QTestUtil to control in which cases test side effects are cleared.
