Sorry if I came across as rude. This is an annoying bug and a regression; it will be fixed. We aim to have 0 open PR's; it will either get merged shortly or rejected. 2.19 is planned for August. The difference between ASF projects and other "open source" projects is that ASF projects are truly open source. This means that it is a collective of individuals and companies, and there is no one dictating their agendas. There is no real triage system; there is no one telling developers what they should work on. Everyone works on the things they personally need, or their company/set of clients need. Knowing that, we can't tell a reporter that their bug will be fixed by a specific release. If your bug is in a feature that none of the developers or their clients use, there is a low chance it will get fixed. If it is something everyone uses, it will probably get a swift fix because their co-workers, clients, and they themselves would get annoyed by the bug. And as with most open source projects, there are commercial parties that can make a bug their personal priority. In contrast to non-true open source, this project accepts fixes from external parties, not only those created by its own employees.
