Agreed: this child-traversal shape currently keeps the source property
filter local even after the child moves to an adjacent element. This is the
deliberate conservative behavior tracked in #3201, already linked by
FIXME(#3201) in hasUnsafeLabelInTraversal(). That follow-up includes element
identity and child/ancestor context, plan assertions, and select/path/repeat
counterexamples. We will keep this optimization out of this revision rather
than relax the child scan without that proof. Positive label-index and
explicit-ID source restrictions remain available; this is a performance
limitation, not a claim that the city predicate still uses its property index.
