Fix is up in #3234. When a ChangeShard names a new store id at an unchanged raft address, the Store leader now creates the raft node on the rebuilt Store (jraft installs a snapshot into it) and takes PD's store id, so the heartbeat stops writing the old id back. On images from the branch the scenario from this report converged 17 s after the Tombstone; the images it was measured on still fail the same way in the control run.
