   ## Purpose of the PR

   Repeated PR updates currently leave older CI runs queued or executing.
Automatic retries can also restart failures from an obsolete commit. This
change keeps the newest run of each PR workflow and verifies the source before
retrying a failure.

   ## Main Changes

   - Add workflow-level concurrency scoped to workflow, event and PR. Push,
scheduled and manual runs remain independent; reusable workflows rely on their
caller's cancellation.
   - Recheck the failed attempt and current PR or push head before and after
the existing retry delay. Closed PRs, superseded commits and unverifiable
metadata skip retries; the existing retry budget is unchanged.
   - Load the retry checker from the trusted default-branch commit, with
behavioral tests covering current, stale and cross-repository associations.

   ## Verifying these changes

   - [ ] Trivial rework / code cleanup without any test coverage. (No Need)
   - [ ] Already covered by existing tests.
   - [x] Need tests and can be verified as follows:

   Python retry-decision tests, workflow syntax validation against the existing
baseline, and `git diff --check`.

   ```bash
   python3 -m unittest discover -s .github/scripts -p 'test_check_rerun.py'
   ```

   The checker was also exercised against historical failed runs using the
GitHub API; stale PR and push commits were skipped without requesting any
retry. Native cancellation verification will be recorded after rollout to the
fork.

   ## Does this PR potentially affect the following parts?

   - [ ] Dependencies
   - [x] Modify configurations
   - [ ] The public API
   - [ ] Other affects
   - [ ] Nope

   ## Documentation Status

   - [ ] `Doc - TODO`: required documentation is pending.
   - [x] `Doc - Done`: docs/ci.md (linked from README.md)
   - [ ] `Doc - No Need`: no user-visible documentation is affected.
