Fixed with the confirmed Java 11 library baseline: Commons and RPC
explicitly compile with release 11 while the build and services use Java 17.
The final published JARs contain class major version 55; Java 11 loading checks
for Common and RPC passed. This preserves Java 11 downstream loading rather
than inheriting the root release 17 setting. The selected library minimum is
Java 11, not the previous Java 8 bytecode target.
