Updated in e78588131: the regression now keeps the count at -1 after the
queued start and verifies one native peer-list read. The full pd-core-test
profile passes (150 cases, 0 failures/errors, 2 existing skips), alongside the
9 focused health cases; my earlier focused-only run missed this expectation.
