Agreed, fixed in f4cd98c31. `test-start-hugegraph-store.sh` maps to
`{'store'}` in `CONTRACT_SUITES` and is a case in
`test_contract_scripts_reach_their_actual_inner_jobs_and_steps`. That step runs
under `if: steps.store-preflight.outputs.can_run == 'true'` (fuser/curl/java),
so the test now allows exactly that gate on a store contract step and asserts
the `store-preflight` step itself has no `if:`. Every other gate still fails
the test. With the mapping removed the new case fails; all 38 CI-policy tests
pass.
