Review Comment:
Done in b0d8851e9. Any cgroup2 line whose process path is `/` and that
matches a mount is now flagged incomplete, whether the visible `memory.max` is
`max` or a number, so the Store logs the warning and asks for an explicit
`rocksdb.total_memory_size`. The finite limit is still used as an upper bound.
`testNamespaceRootViewIsFlagged` now asserts `incomplete` for the finite 2 GiB
case. The not-flagged regression uses a host service cgroup instead
(`/system.slice/hg.service` under a full-hierarchy mount, 4 GiB on the service).

Review Comment:
Done in e5bf043cf. The registered Raft log `DBOptions` now carry one
`WriteBufferManager` of 256 MiB, charged to the 1 GiB Raft log block cache.
`RocksDBLogStorage` and `RocksDBSegmentLogStorage` both get their options from
`StorageOptionsFactory.getRocksDBOptions(null, RocksDBLogStorage.class)`. That
returns `new DBOptions(registered)`, and the copy keeps the same manager, so
every group shares the cap however many partitions are open. Memtable memory
then takes room from the cache that `RESERVED` already counts instead of adding
to it.

`RaftRocksdbOptionsTest` covers this. It checks that copies made the way
JRaft makes them hold the same manager, opens a DB from one of them, and checks
that its memtable shows up in the cache's usage. The deployment guide and
apache/hugegraph-doc#535 say this now.
