Fix table_requirement by implementing AssertCurrentSchemaID::Validate() This PR implements the missing `AssertCurrentSchemaID::Validate()` method in `table_requirement.cc`, enabling proper validation of schema ID requirements for optimistic concurrency control in table operations.
