Review Comment:
I meant we would change
private final Set<String> newDVRefs = Sets.newHashSet();
to
private final Map<String, DeleteFiles>
It shouldn't duplicate the objects if we add to both of these
simultaneously, so just 2 times the references, one by spec and one by
targetFileName
I think I am convinced we should fix this rather than throw an error,
