Review Comment:

recently refreshed but (happened to be) empty (as query retuned nothing) 
storage tables ? 
   
   This seems straightforward to me. Empty table after refresh would still have 
`refresh-state` populated with at least `last-refresh-time` even if the 
`source-state` is empty.
