   Done.
   
   1. Added the validation logic in `validatePartitionValues` for the same: 
when the `spec` is _partitioned_, every `spec` field must have a value and no 
stray `field IDs` are allowed, otherwise we error instead of deferring to 
commit/panic.
   2. Fixed the doc to just say the zero-value `PartitionSpec` is equivalent to 
`unpartitioned`.
